Introduction

The STOP TB Ghana Partnership seeks the services of a consultant to support the chair and the board in implementing TB activities among the general population. Following the development of the National TB Strategic Plans and other documents to guide the national TB response and the election of a new chairperson, the STOP TB Ghana Partnership seeks to sustain the drive towards the achievement of a TB-free country.

Background

STOP TB Ghana Partnership is a collaborative initiative aimed at combatting Tuberculosis (TB) in Ghana. As a critical component of its operations, the organization seeks to appoint a Consultant to provide strategic leadership and steer the partnership towards achieving its goals effectively. The role of the Consultant is pivotal in shaping the direction of STOP TB Ghana Partnership, fostering collaborations, and ensuring the implementation of impactful programs to reduce TB incidence and improve treatment outcomes through civil society across the country.

Objectives

To engage consultancy service for policy formulation, resource mobilization and to support the drive of the partnership to a desired level.

Scope of Existing Guideline

The existing operational guidelines cover four main areas of project management of the:

  • Programme Implementation
  • Reporting and Information Management
  • Monitoring and Evaluation;
  • Reporting; and
  • Financial Management and Systems

Role of Consultant

  1. Strategic Leadership: STOP TB Ghana Partnership requires for the secretariat a management leader who can provide strategic direction and vision to effectively combat Tuberculosis (TB) within Ghana. The consultant will play a pivotal role with the chairman in setting goals, formulating strategies, and coordinating efforts to reduce TB incidence, improve treatment outcomes, and ultimately contribute to the national and global efforts to end TB.
  2. Coordination and Collaboration: TB control efforts in Ghana involve multiple stakeholders, including government agencies, non-profit organizations, healthcare providers, community groups, and international partners. The consultant will facilitate coordination and collaboration among these diverse stakeholders, fostering synergies, minimizing duplication of efforts, and ensuring a unified approach towards TB prevention, diagnosis, and treatment.
  3. Resource Mobilization: Effectively addressing TB requires adequate resources, including funding, technical expertise, and infrastructure. The consultant will be responsible for mobilizing resources from various sources, including government grants, donor agencies, philanthropic organizations, and private sector partners. They will develop funding strategies, cultivate partnerships, and join the chairman to advocate for increased investment in TB control initiatives to support the sustainability and expansion of STOP TB Ghana Partnership’s activities.
  4. Advocacy and Awareness: TB remains a significant public health challenge in Ghana, exacerbated by factors such as poverty, limited access to healthcare, and stigma associated with the disease. The consultant will serve as a prominent advocate for TB control, raising awareness about the importance of early diagnosis, treatment adherence, and infection prevention measures. He/She will engage with policymakers, opinion leaders, and the general public to garner support for policies and programs aimed at reducing TB burden and improving healthcare delivery systems.
  5. Capacity Building and Technical Support: STOP TB Ghana Partnership requires strong technical leadership and capacity building efforts to enhance the skills and knowledge of staff and other stakeholders involved in TB prevention and care. The consultant will provide technical guidance, training, and mentorship to strengthen the capacity of individuals and institutions engaged in TB control activities, ensuring the delivery of high-quality services across the continuum of care.
  6. Monitoring and Evaluation: To track progress towards TB elimination goals and assess the impact of interventions, robust monitoring and evaluation mechanisms are essential. The consultant will establish monitoring frameworks, collect relevant data, analyze trends, and disseminate findings to inform evidence-based decision-making and programmatic adjustments. He/She will promote a culture of accountability and continuous improvement within STOP TB Ghana Partnership, ensuring that resources are utilized efficiently and interventions are aligned with best practices in TB control.

Skills and Qualifications

  1. Expertise in Public Health and Tuberculosis Control: The person must possess a deep understanding of public health principles and significant experience in the field of tuberculosis control. He/ She must have a track record of leadership in designing, implementing, and evaluating TB prevention, diagnosis, and treatment programs.
  2. Strategic Leadership Skills: The consultant must demonstrate strong strategic leadership capabilities, including the ability to articulate a clear vision, set ambitious yet achievable goals, and develop comprehensive strategies to address TB challenges in Ghana. His leadership should inspire confidence and foster collaboration among diverse stakeholders.
  3. Stakeholder Engagement and Partnership Building: The candidate must have a proven ability to engage and build partnerships with government agencies, non-governmental organizations, healthcare providers, community leaders, international organizations, and other relevant stakeholders.
  4. Resource Mobilization and Financial Management: Given the resource-intensive nature of TB control programs, the consultant must possess strong financial management skills and demonstrate ability to mobilize resources from diverse funding sources. He/ she should be capable of developing innovative funding strategies, securing grants and donations, and effectively managing budgets to maximize impact and sustainability.
  5. Advocacy and Policy Influence: The candidate should be an effective advocate for TB control, capable of raising awareness about the disease, mobilizing political support, and influencing policy decisions at the national and international levels. He/ She should have an experience in engaging with policymakers, advocating for evidence-based policies, and addressing social determinants of TB.
  6. Commitment to Equity and Inclusivity: An essential aspect of the role is a commitment to equity, diversity, and inclusivity in TB control efforts. The consultant must demonstrate sensitivity to the needs of marginalized and vulnerable populations disproportionately affected by TB, ensuring that interventions are tailored to address their unique challenges and barriers to care.

 

Condition of Appointment

  1. Qualifications and Experience: The appointed candidate should meet specific qualifications and experience criteria outlined by STOP TB Ghana Partnership. This includes a minimum educational requirement, such as a degree in public health or a related field, along with demonstrated leadership experience in TB control or public health programs of at least 15 years in this case.
  2. Term of Appointment/Contract Duration: Define the initial term of appointment for the Executive Consulting Director. He shall be initially engaged for two (2) years subject to renewable upon outcome of satisfactory periodic performance appraisal and mutual agreement between the director and the governing body of STOP TB Ghana Partnership.
  3. Reporting Structure/Lines: Define the reporting structure including reporting lines to the governing body of STOP TB Ghana Partnership. Clarify expectations regarding communication, reporting frequency, and transparency in decision-making processes.
  4. Performance Evaluation: Establish a framework for performance evaluation and assessment. This may include key performance indicators (KPIs), targets, and benchmarks aligned with the organization’s strategic goals and objectives. Conduct regular performance reviews to provide feedback, identify areas for improvement, and recognize achievements.
  5. Ethical Standards and Code of Conduct: Require adherence to a code of conduct and ethical standards that reflect the values and principles of STOP TB Ghana Partnership. Emphasize integrity, transparency, accountability, and respect for diversity and inclusivity in all aspects of the director’s leadership and conduct.
  6. Conflicts of Interest: Implement policies and procedures to identify and manage conflicts of interest that may arise in the course of duties. Require disclosure of potential conflicts and establish protocols for addressing them in a transparent and ethical manner.
  7. Termination and Severance: Define the conditions under which the appointment may be terminated, including procedures for dispute resolution. Outline provisions for severance, including notice periods, compensation, and post-termination obligations.
  8. Continuing Professional Development: Encourage and support professional development through training, mentorship, and networking opportunities. Foster a culture of learning and innovation to enhance leadership capabilities and keep abreast of emerging trends and best practices in TB control and public health.
  9. Compliance and Legal Obligations: Ensure compliance with relevant laws, regulations, and contractual obligations governing the operations of STOP TB Ghana Partnership. Provide support and resources to facilitate compliance and mitigate legal and reputational risks associated with the organization’s activities.

Deliverable for Consulting/Executive/Administrative Roles

  1. The consultant in the interim will play the role of the executive secretary as per the constitution of the partnership.
  2. Lead the conduct of a rapid institutional assessment of the partnership with immediate effect as much as possible
  3. Lead implementation of the recommendations of the assessment
  4. Through the assessment and desktop review of the lessons learnt, make appropriate recommendations for the amendment of the constitution of the Stop TB Partnership Ghana.
  5. Make the partnership administratively and technically capable of being an SR of the global fund by 2027 and towards becoming a PR by 2030.
  6. Develop a progressive administrative and technical staff structure of the partnership with clear progressive salary structure.
  7. Ensure the employment of the substantive head of the secretariat by 2027.
